If it is perpendicular then the slope of it will be:

[tex]-3 \times x = -1\\\\x = \frac{1}{3}[/tex]

y = 1/3 x + b

-1 = (1/3)(3) + b

-1 = 1 + b

b = -2

The equation is:

[tex]y = \frac{1}{3}x - 2[/tex]
